Add build-publish-linux-tentacle CI workflow

Placeholder Copilot requested to merge copilot/build-publish-linux-tentacle into main
  • Understand the change: add cp to create unversioned squid-tentacle-{rid}.tar.gz alongside versioned archive
  • Edit Create tar.gz archive step to add the cp line
  • Update Upload artifact path glob to capture both files
