Pin Linux boundary / operator-misuse tests (H1-H3 mirror Windows boundary coverage)
Summary

Closes the P2 5.6 gap: aligns Linux boundary coverage with Windows. Windows already has
ServerUnreachable(C1.u2) +MissingServerArg(C3.u1); Linux now has equivalents + a newServiceInstall_WithoutSudopin. - 3 new tests covering the most common operator-misuse paths: bad URL (network), missing flag (CLI), missing privilege (sudo).
