Placeholder ppxd requested to merge feat/iis-deploy-journal-skip-if-installed into main

Idempotent re-deploys short-circuit. Journal at %PROGRAMDATA%\Squid\IISDeploy\journal<site>.json; fingerprint=SHA256(SourcePath|size|mtime|WebRoot). Mirrors Octopus AlreadyInstalledConvention. +3 real-host tests, +1 drift detector. DeployFailed.ps1 rollback deferred to follow-up.
