Import unsupported Octopus actions as disabled placeholders

Placeholder MINDY.L requested to merge codex/windows-fallback-action-mapping into feature/squid-import-project

Summary

  • Implemented Windows/fallback action mapping for 5.6/5.7 using the existing 5.1 action-mapper contract and registry.
  • Added partial IIS and Windows-service mappers that only map current Squid allowlisted properties, omit sensitive source property values, and emit compatibility diagnostics for omitted behavior.
  • Connected OctopusImportDeploymentProcessMapper to IOctopusImportActionMapperRegistry; unsupported actions now support Skip or redacted disabled placeholder fallback.
  • Added SESSION_MEMORY.md durable notes. It is ignored by git via /SESSION_MEMORY.md; existing untracked AGENTS.md was left untouched.
  • Did not implement 5.2, 5.3, 5.4, 5.5, 5.8, or chapter 6 redaction.

Test plan

  • dotnet test tests/Squid.UnitTests/Squid.UnitTests.csproj --filter "FullyQualifiedName~OctopusImportActionMapperRegistryTests|FullyQualifiedName~OctopusImportDeploymentProcessMapperTests" passed: 14 tests.
  • dotnet test tests/Squid.UnitTests/Squid.UnitTests.csproj --filter "FullyQualifiedName~Services.OctopusImport" passed: 191 tests.
  • git diff --check passed.
  • Initial sandboxed test attempt failed before compile because MSBuild named-pipe creation was denied; tests were rerun successfully with escalated permissions.
