Domain event handler coverage for import resources

Placeholder MINDY.L requested to merge codex/octopus-import-domain-events into feature/squid-import-project

Summary

  • Added tests/Squid.UnitTests/Handlers/Deployments/ImportDomainEventHandlerTests.cs to lock in domain-event behavior for project, environment, lifecycle, external feed, deployment process, and deployment step handlers via IReceiveContext.PublishAsync.
  • Added preservation coverage for CreateVariableSetCommandHandler and UpdateVariableSetCommandHandler, confirming the variable-set path remains save-time only and does not publish mediator events.
  • Updated openspec/changes/add-octopus-import/tasks.md and SESSION_MEMORY.md to mark 7.6 complete and record the current branch and verification state.
